With reference to your telegram of the 3rd. ultimo and to my reply of the 6th. idem and to previous
correspondence, I have the honour to transmit for the signifi- cation of His Majesty's pleasure the following Ordinance
entitled:

An Ordinance to repeal The Waterworks Consol1-
dation Ordinance, 1902, and to provide for and regu-
late the Supply of Water in the Colony of Hongkong
and for the Maintenance and Repair of the Works in
connection therewith:

The customary Report by the Attorney-
This Ordinence provides for the laying of
rider-mains in certain Districts to be defined by the Governor-
in-Council. These Districts have already been practically
agreed upon and comprise the portion of the City of Victoria
principally inhabited by Chinese. The Ordinance passed the
Council without any Opposition, and it will I trust prove
effective in checking waste.

By Section 11 to the cost of the rider
mains and connections has to be added 15 per centum to cover
cost
